PUBLICATION No. 3: NEW CHALLENGES TO SECURITY AND DEFENCE IN THE EURO-ATLANTIC SPACE

Volume 3 of the Tribuna Internacional collection includes the inaugural and closing talks and addresses given at the eponymous international conference organised by the CEI at the ”la Caixa” Centre in Barcelona on 10 and 11 May 2001. The conference was co-organised with NATO’s Information and Press Office and carried out in collaboration with the Spanish Ministries of Foreign Affairs and Defence, whose respective heads, the ministers Josep Piqué and Federico Trillo, participated in it.

In addition to the two ministers, the Secretary General of NATO, Lord Robertson, and the Supreme Allied Commander, General Ralston, also spoke at the two-day conference. The discussions featureda large multinational group of senior officials, military officers, academics, independent experts and representatives from companies in the defence industry. The elite statuses of the participants enabled in-depth reflection on the challenges of security and defence in the Euro-Atlantic space. The four main topics of the conference – around which this volume is also organised – were: the adaptation of Spanish and Allied armed forces to current challenges, their professionalisation and their new roles; the NATO-EU relationship as one of complementary and convergent interests with regard to the security and defence of the Euro-Atlantic space; Europe’s role and NATO’s Defence Capabilities Initiative; and, finally, the transformation of the defence industry and transnational projects.
